I think the annoyance factor can be mitigated by only allowing this in certain locations. For example - only in the Vodka bar or upstairs in the saloon. Or only in hotel rooms. that kind of thing. That way, if you don't want to participate - don't be there 
And I do agree with Emmie - just being pulled into it is not a really good idea, in any case.
