Unless you want to increase premiums and you are talking about a VIP zone where only premiums can enter, my answer is no.
In my opinion another level-up zone will only increase the divide between low and high levels and right now it's already big; mainly because a high level who fucks with a low level earns basically no experience.
This may discourage new players that, not only don't know how to play but are usually ignored by other players and basically don't get to fuck in a "fuck game".
If you want a goal to reach (and it's good because right now levels are useless), I propose rewards and level-locked minigames, poses or clothes, things that don't divide players.
